PLA Navy accelerates high-quality talent training

　　With the acceleration of the overall transformation of the construction of the Navy of the Chinese People’s Liberation Army (PLA), the PLA Navy took supernormal measures to strengthen the personnel cultivation and improve the quality of the officers and men from multiple channels, and a host of excellent high-quality and inter-disciplinary commanding talents came into prominence. Nowadays, groups of captains with doctor's or master's degrees and groups of sergeants studying abroad have become a beautiful landscape of the capital combat vessel units.

　　Since the year 2006, the PLA Navy has invested over 200 million yuan in succession to implement the strategic project for talents, vigorously cultivate joint operation commanding talents, strengthen construction efforts for the special engineering talents, and profoundly implement the high-tech talent projects, leading the construction of high-quality talents into the fast lane.

　　The training on the joint operations, the command of joint campaigns and the interdisciplinary knowledge of services and arms has been constantly intensified, the mechanism has been formed for joint drills and trainings, and the overseas military education and defense exchanges have been increasingly frequent. At present, the rate of the members of the Party committees at division level and above of the PLA Navy who have held posts (or of acting) or went abroad for study and investigation has increased to 35%.

　　With the help of the construction of special projects, the PLA Navy has strengthened the advanced training for the talents in key positions, and trained and reserved a batch of commanders and technical backbones. Since the implementation of the high-tech talent projects, the PLA Navy has employed 90 military and civilian academicians and well-known experts to provide assistance geared to the needs and selected nearly 300 academic pacesetters to go to foreign high-level research institutes for further study. The independent innovation capability of the talents of the PLA Navy has been strengthened remarkably.
